Exclamation Newbie Questions (don't hate me)

I want to keep the integrity of the handling of my 2004 Touring Z but want to upgrade my wheels.

I was told for every 6 lbs of weight you loose 1 HP.
If this is correct what would be a good compromise for a tire/wheel combo?

I like the TSW CatLunya or Kyalami rim (not sure if chrome or going with a similiar wheel in gunmetal)
I would like 19 inch wheel but I was told a 20 inch would be cheaper.

I want to keep the feel (its already bumpy stock) and want to keep the weight down.

What do you guys think?

Also I was on Ebay and I saw some companies selling the Ecu control boxes. Some say they increase up to 15 hp some say up to 35 hp. All say they are easy to install. I figured for 30.00 it couldn't hurt to try it. Any feedback?

link to the box, I susspect it is the rip off that has been seen before here.. box with a fuse in it.
