ANYBODY know what these black spots are on the wheels?

Default ANYBODY know what these black spots are on the wheels?

Long story short, got ran off a bridge in my car and had my car in the shop for many months. I drove recently for the first time in a half yr and quickly noticed these black spots on the rims. I cant remember if they were already there (id like to think i would have noticed before if they were) or if something could have got busted in the accident and made some weird marks on the rims, or if they are just getting old or if some idiot in the shop attempted to spray something on there.

I tried coating them in some wheel cleaner and scrubbed with a brush for a while and did nothing.

Looks like some chemical was sprayed on and not wiped off.

This looks like someone let a caustic chemical wheel cleaner sit and dry on the wheels. This can etch into the clear coat leaving a stain. The instruction on these products always say to only spray onto a well wetted wheel, scrub a bit, and wash off within ten seconds.

Look over all the wheels for any signs of streaking, this would be a sure sign of the product running a bit before it dried.

The clear coat is usually pretty thick on wheels, so they can (hopefully) be wet sanded/re-polished to remove a stain like this.
