Optimum size tires for wheels

For optimum handling performance, what is the desired fitment in terms of the tread width relative to the wheel width?
For instance, is it better to have the tire:
1. stretched (275 on a 10.5" width)?
2. exactly the same width as the wheel (245 on an 8.5" wheel)? or
3. with a slight bulge (putting a 275 on an 8.5" wheel)?
If it matters, I'm concerned with aspect ratios around 35 or so.
Hope I've made sense.

Depends on what you are going for? Straightline, cornering, drift?
Drifters stretch their tires.. a smaller tire on a wider rim.
Drag racers usually put as much tire on as possible, so there will be a bulge.
Cornering is best with equal tire and rim size where the sidewalls are vertical.
