I understand your question.
You can get HKS turbo timer (they don't make harness so you need to tab it yourself- most shops can do it.) and that has speed warning (not limit). Basically you set your speed and when your car reach at the speed, it will beep and light will blink. (also they have RPM warning with beeping)
Apexi also make one too. I saw a forum member selling Apexi one a few days ago.
HKS turbo timer is about 110 -120 shipped from eBay and Apexi is quite expensive and big size too.
It's not the limiter but it will help you when you take your feet off from the acc. w/o looking down.

i actually do the reverse... I set my cruise control at like 75 then I drive how I want to and it makes sure I never go under 75.

I don't have turbo either but I wanted to have speed warning/ RPM warning (in visual and beep) and that was my answer.
If you check the Apexi one, its not a turbo timer, its rev, speed warning unit. Maybe thats exactly what you need.

Do not use fourth, fifth or sixth gears. That should just about take care of the problem.

you can still kill yourself at 70 easy enough, if you can't handle the power, buy a less powerfull car.
