Default window shopper

I've seen when I close my door that the windows go up another 1/4 inch. I understand that's to complete the seal, but why don't they just go all the way up in the first place, or what's the deal. Is there some significance to this. I see other high dollar sports cars do this as well... PLEASE EXPLAIN

if it was all the way up, the glass would hit the window sill.

allowing it to slide up under the sill reduces wind noice and leaks.
