Ideas on how to fix this ding/scratch on my rear bumper?

So someone got too close behind my parked Z and hit my rear bumper with one of their nails that holds the front license plate frame up.
The picture I attached isn't that good (sorry, taken with a camera phone) but as you can see, the nail dug way into my primer and into the metal which is the black part in the picture. It's noticeably rough and uneven if you run your finger over it. Any ideas on how to fix this? Would prefer a DIY (do it yourself) fix since I don't feel like spending a few hundred dollars at the body shop on a ding that's barely noticeable from far away. I already have touch-up paint, but am unsure as to how to apply it. Is there anything I can do to make the surface "smooth" again as well?

First use a good polish to get the most of the scratches out.
Fill up the chip using a small artist's paint brush, apply the touch-up paint in very thin coats, let it dry for a bit between coats. Repeat until you've filled the chip.
You may also want to try using a product called Langka. It basically dissolves touch-up paint without damaging your factory paint. The idea is to swipe off the excess touch up paint, so you don't have a blob where the chip was. It works good but not as great as advertised.
