a better question is.....How and why did they get the opportunity to punch those holes? I personally would've chewed em' out if they had did this mod without my consent.

Well I live in baltimore, but the car was from the VA beach area, so I don't know if it is a VA law or something...?

So it was purchased used? That would probably explain it. If it was new, dealers usually just give you the attachment bracket. It is state law in Texas to have a front plate, but the dealerships leave that up to the discretion of the buyer.

No no, my dealer got it from another dealer in VA since they didn't have any in stock.
And the bracket was already there when it came in.
