I went ahead and locted it. Here it is copied from the Pay Pal user agreement.

Policy Conditions.

iv. The seller does not charge a surcharge for accepting PayPal payments. Sellers should not charge buyers any additional fee (or “surcharge”) if the buyer chooses PayPal as the method of payment.

Also, I just realized that if a seller charges a fee, and then the buyer stops payment or contests the sale for a refund, the seller is basically SOL as far as Pay Pal is concerned. They charge the seller for the protection and security and void all of that out if the seller pases those fees on to the buyer.

Most sellers get around this, by the use of their "handling" fee.

Good to know. I paid it and in addition am stuck now having to wait. This was not an Echeck and I still don't know why I'm having to wait. Is it fair to have to wait for the funds to go from Pay Pal into his bank account when they've already gone from me to Pay Pal?

has nothing to do with performance motorsports, hence the for sale thread being posted on the PRIVATE classifieds...

jeff you saw the paypal address that you sent the money to, and it had nothing to do with my shop, it was actually my GF's paypal account...

also this whole argument about paying the 3% fee was discussed beforehand and was asked for only because there was another buyer willing to pay the price posted, so in order to beat his offer i suggested that if you want to pay the 3% difference then its all yours. that is all.

SO EVERYONE ELSE KNOW THE FACTS BEFORE JUMPING IN

My turn again.

You are represented on this site as a sponsor every time that you post. Perhaps, you should have dual sign ons.

The 3% was not "discussed". You stated in an e-mail, not in the market place add, that I would need to add the 3%. I did it because I didn't want to lose the deal. There was no "discussion".

According to you, I was the next buyer in line after someone else had flaked. There was never a discussion of me paying an addtional 3% because of still another buyer.

Where's the rampage? I posted without using your name and solicited opinions. You outed yourself.

You told me that you were going to ship and then turned around and stated that you were holding shipping because of a clearance issue. There are no clearance issues when using Pay Pal. I ended up paying an additional 3% for the priveledge of having to wait.

Update. The last I heard from Alex was that UPS was picking them up on Saturday and that he would give me the tracking numbers that same day. I haven't heard from him since.

You Should not pay ant extra fee ..If you use a discovery card ypu are gureenteed up to a certain amount ..why else would you use the service ? i have never payed a fee or had to wait ! and i didnot give them my checking account .. your purchase agent is stalling or something ?? so what sponcer is it ?? and lets here from both you & him after you receive your purchase

I just called Performance Motorsports but, they stated that Alex wasn't in today.

Does anyone know Alex or Performance Motorsports who can step in and try to assist in resolving this?

Any other suggestions at this time on how to proceed from here other than reporting it to Pay Pal and disputing it on my credit card when the charge shows up?

Well, it's been about a week. Seems to me the only real issue is here is a lack of communication from the seller. Did he post "will ship today!" or anything? Prob not.
