You would buy the Car, Put an Exhaust and Some Rims on it and call it a day.
Me, I would probably Buy the Car for $19K, Buy the Vortech Kit for $5K and put the last 1K in to an Exhaust.

Best bet would be to buy a Z that has already been upgraded with all that stuff and more for 25k....

It was a serious Query for me in a Way, I might get back in to another Z, Provided I keep the Costs Down. I Do See '03 Enth Z's Go for almost $15K sometimes, if you bargain hunt. 2 years ago a Friend of mine snagged an '03 Track Ed with 20K on it for $17,000. (Lucky Bastard) I Could See spending $5-6K on top of that to build up a Weekend Warrior for cheap.
I was kind of curious what some other folks would do with that kind of money.
I do see that some folks do sell their TT Zs for $25K, But I am leery of purchasing one that has already been re-built. I am the type that likes to do it myself and I would have the stock motor checked out well before I would embark on the journey. Not to say that Used TT's are "handgrenade" motors.
As for labor, I would do it all myself. Its a challenge and I do 90% of my own auto work.

I bought my '03 Track model for $18K and change - add in maintenance it needed and it was around $19K. For my skills, it is plenty fast in its current form.
If I were to spend another $6K I'd put a cage and harnesses in it and spend the remainder on tires / pads / rotors and driving schools / track time.

I'd build a circuit car.
Even if I had a base Z for $18k I'd do an LSD with 3.9 gears, sticky tires on a set of Rotas Torque R's, brake pads, used coilovers of choice, adjustable control arms all around, intake spacer, used non-adjustable lightweight seats, removed AC and all smog equipment, completely stipped interior including airbags, 330mm steering wheel, removed headlights with sheetmetal panels in place and a cheap ebay front lip spoiler w/ebay canards. To save some money I'd buy everything I could used.

I Figure a SC or ST would give me the best bang for the buck out of the box, but handing and weight reduction is another important aspect.
You could buy a salvaged or flooded car for really cheap. Then you could take out the excess parts like seats and everything else. You could then sell the crap to someone, i'm sure someone needs seats and a dash and whatnot. Then you buy one racing seat and drill it into place. Get a roll cage and do test pipes and other NA mods. You don't have to register it because its for track use only. So you would save money on that, i suppose it could be done for $25K it would just be really time consuming.

Could probably get a clean Z with theft or flood history for $10k and with the items you could part out you'd probably recoup $2 to 3k.

+1
I got my 03' touring for 18k before TTL. If I had another 6k to throw at the car I'd do a bbk, helmet, and hpde. Then after that decide what I need based on my track time.
