I would go with a supercharger kit, rims, and springs/coilovers. I think superchargers give you about 350 rwhp.
Or, you can put 3,000 into a system, 3,500 into volks w/tires, 2,000ish into a body kit and cf hood, and the rest into NA mods suchs as headers, plenum spacer, Unorthodox Racing Pulley, test pipes, exhaust, 3.9 final drive, tune, etc. It'll have a nice look and you'll have some added ponies.
Take your time and figure out what you really want before you spend. And shop smart. YOu can find a lot of good deals around if you take your time with it.

im thinking that if i DO go with the TT im going to keep everything else the way it is cosmetically...just go with sheels and maybe the Tein Basic Coils...they're cheaper and they'll work for now

TBH I have to disagree here, with 13k you have the start of making the car handle far better.
My suggestion would be to start with.
Suspension - coilovers, springs and sway bars.
Brakes - Better discs and pads to start with, the idea of braided lines for increased pressure is also something I would look at (with braided lines the brake line doesn't expand as much as it would with a straight rubber hose).
Wheels and tyres - go for some lighter wheels, the reduced rotating mass of lighter wheels will make the car handle better, of course this would be impacted if you had heavy tyres on it, so some decent rubber as well.
Exhaust and Induction kit - Go for a decent sounding exhaust and induction kit, whether its a true dual with test pipes or just a standard 2>1 cat back, the increased sound will be pleasing to you and others around you, the addition of an induction kit will also increase the noise, Popcharger, Stillen makes no real difference, its more to do with sound than increased performance.
Lastly I would suggest performance driving lessons, learn the limit of you and the car, remember that more power doesn't make you a better driver, without improved driving skills, all that more power will likely get you is into an earlier grave.

So he's still in the same ball park $$$ wise.
