Default newbie needs help

so i aquired this new 07 z last year and ive done a lil to it and im new to this car blogging thing. i put a strosek wing on it and a hks exaust (the wing was pricy due to the exchange rate) and a nismo dual coi. im lookin to put a charge speed rear bumper and side skirts with no vent and a cf defuser (good idea/bad idea?). my problem is im trying to find some black rims with a chrome lip that are as heavy or lighter than the stock wheel (roughy 20lbs) in order to avoid a drop in performance. i found some forged gfg customs but those will cost 5k wheels and tires, im looking to find more options. furthermore does it make the car slower if u put some twenties on vs. 18s or 19s? this might sound dumb but what is a pop charger and what are the benefits of that vs. a turbo or super charger (keep in mind theres tubro bog in az)

ps - where/how do i get smoked taillights?

my new baby fairlady (work in progress):

for smoked tail lights---find a good body shop that has done it before and have them do it. i had them done on my honda and it is basically clear coat with a little bit of black mixed in it and sprayed on. they should wet sand the lights with a high grit sandpaper before spraying them. there is a do-it-yourself product called VHT-nightshades, but it fades and looks like crap over time. i think i only paid 100 bucks to have mine done proffesionally.

The bigger rims do affect handling, and more rim=more weight, so bigger rims, especially 20's, do affect performance. And for the color of the rims, you can always pick up a pair of rims you like, then get them custom painted. As for the popcharger, it does nothing like what a super/turbo charger does lol. Its a type of air filter/intake that can yield a small hp increase. Since you say your a newbie, I would recommend going over to the Tech area and do some research before you start spending money on performance mods.
