Sooo.... My car got hit
It has happened to me also. Angled the car in a parking lot to back in. Some idiot blows between the back of my car and the parking spot. It is my obligation to avoid the idiot? I didn't know that.

IG's like the bases generals pet. It's a few 1SG's, SGM's, and SFC's that have nothing better to do/only love is to bust Officers on lies/violations. Old PSG was one, and the 1SG I had was one too. They know the book, and if the traffic cops are leaning for the Major simply because he has some color on his rank then they will bust that ***.
Also, traffic tickets on base will never show up on your actual driving record, and your insurance can't hike your rates for it unless he files.

damn bro..*****y luck..had the SAME thing happen to me recently...dealer mechanic opened my door into the lift..bodywork...got my car back and that same day..someone backed into my fender in the same spot as yours..looked almost identical..i have PPW and the insurance gave me 950..
Holy $hit dude, you should like maybe light a candle, tell God your sorry or something cause you seem to have a dark cloud over you right now. That really sux though.
I'd fight it anyway you can with that douchebag officer. Go the IG route if you can. What kinda ride did he hit you in by the way????

I say take this to court and sue that bastard Major + the dumb cop who backed him up like this is his first traffic duty. Legal to drive accross the parking spaces? that is just plain stupid
I hate to say it, because sometimes this law is really unfair, but if you were in reverse, strictly going by the book, you are automatically at fault, at least partially.
You can still try and prove that the major was also at fault for driving the wrong way across the parking lot, but unfortunately you will be held partially to blame.
What state are you in - is it a no fault state? NJ is a no fault state and if both parties are deemed equally at fault, then they take care of their own damage. What you need to try to prove is that he was substantially more at fault than you were - and that usually means going to court.
This is all of course based on a civil case, the rules may be different on a military base.
And it really sux about the hit and run.

yeah my car was in reverse, but wasnt moving in reverse when he hit me. but yeah im going to talk to an attorney about it. my court date on base is on june 16th.
as far as insurance goes we both have usaa and they told me accordingly to NC law that if anyone party is found to be 1% at fault either way then it will be taken care of by his/her own policy and not have to worry about the other individual
i got my estimate done today and it came out to be about 3k in damage
