Default Privacy laws

I test drove a Z in Nashville last weekend and the dealer said he couldn't give me the previous owner's name and number because of privacy law. It is supposed to be a one owner and I was wanting it verified. In Kentucky they are required by law to give out this info. Was I getting the run-around?

I've bought over a couple dozen cars and motorcycles in my brief (46 yr.) driving history.
Not everyone is a smart-***. I have answered several buyers questions over the years and was glad to do it. I happen to be honest and have nothing to hide. I also don't like a salesmen taking advantage of a buyer.
I am just perplexed why it is the law in Ky. that they must give the phone number, but in Tn. it's against the law.
I tried the Car-Fax route, but it costs money.

The dealer should be willing to provide you a Carfax report. If they won't, then I would move on and find another car.
