Default Who Do I Blame...Intense power, NRG, or Myself??

So heres how it goes down.
ordered an NRG stainless steel air diversion plate as seen to bling it up just a little ......( nothing too complicated)
http://intensepower.com/nrginststair1.html

-I placed the order on 21 April.
-NEVER recieved a tracking.
-called Intense several times to politely ask whats up. Spoke to "Pete"(polite) and he blamed NRG an politely apoligized for the lack of tracking number would get it to me that night. That was 4 May. NEVER GOT A TRACKING #
-Today package arrives moral goes up until I open the box..... please see below

This thing looks used and abused....

The bottom of the panel seems to be the only "stainless steel" part, but even that.....

I call Intense today but wasnt able to get thru, I'll give it a try tommorrow again. So I don't have a conclusion or judgement on them but I'm thinking that I may deserve a just little more customer service.

So are you complaining about the white protective layer or the holes not lining up? I have an ARC Diversion plate that didn't line up perfectly either. So I'd blame you... not Intense(I can't believe I just said that) or NRG.
