Default Catalytic Bolts Welded to Headers

So I just recently had my HFCs replaced at a trusted shop because I developed a hole in the passenger cat. After getting the Z back, I had to get underneath it to remove my diff for gear concern after installing 3.7 gears.

I got down there and was inspecting the work performed and noticed the cat bolts were tack welded in to place. I've never heard of a shop tack welding the bolts in place?

Any thoughts why they would do that?

Its so they could tighten the nuts without needing another person or wrench because of the limited access...

If I was going to guess.

They made them like the oem cats with the bolts built into them... One man job.

Ok, that makes sense. I had the same shop previously install my headers and cats, but those bolts weren't tacked in to place.

I have some other concerns that I'll be addressing with this shop, but wanted to get some thoughts on the welded bolts because I've never seen that before.
