Welcome, but please don't double post (particularly in the forum feedback forum) any more. There is a "maintenance and repair" section for you to post this kind of question to.

To directly answer your question: yes, a frayed or damaged flex joint can be repaired. Try a local muffler shop to see if they have the material to cut and repair the damaged section. Repair estimates will vary, depending on your location, so be sure to get a couple to get a good sample.

I just had to comment that the underside of your car looks VERY clean! Nice!

Then I see you're in FL, so it makes sense We're not so fortunate here in the Rust Belt
