Anyone ever have this issue before?

I got them out with a pair of pliers. However, when reinstalling the valve cover bolts the bolts keep snapping with barley any pressure on them... Have gotten 3 bolts stuck so far. Yes I’m doing it in order and putting them to 15 ft lb. or torque and they continue to snap..

That's your problem. You are over-tightening them. The specs state INCH-LBS, not ft-lbs. 15 ft-lbs is equivalent to 180 inch-lbs. For comparison, the top nut of your motor mount is torqued to 26ft lbs. You are torquing bolts holding your engine cover to 10 lbs less than you'd torque a nut holding your engine in place.
