Does the Z have power? Good battery? Engine runs?

If all that checks out, then either you have a dead PCM or a wiring fault. What type of scanner is it? Brand/model?
Cheers!

Take a look at the OBD2 connector and make sure the pins on 6 and 14 are not spread and are fully seated in the connector. If your scanner is powering up, chances are you have power at pin 16 and ground on pins 4 and 5, however its always good to check.
Are you trying to communicate with the key on in accessory, or with the engine running? Try both
