It could be the fuel gauge cluster itself. Some of the soldered connections in the back may have degraded over time.

Do you have an aftermarket stereo installed? I would double check the AC/AMP Combo wiring. The analog signals from the fuel level senders (there's 2 of them) are sent to this combination computer module. This module interprets and converts the analog signal into digital and sends the data over the CANBUS to your gauge cluster. It's very rare for the gauge cluster stepper motors to fail (but still a possibility). I suspect your cluster is not receiving a signal from this module which is located under the Radio (head unit) and climate controls. Many aftermarket radios require the need to tap into this box for VSS. But it's also possible a wire or connector was damaged during a radio install even without the need to make a wire tape. This module is part of the process when installing aftermarket head units.

You would need some advanced diagnostic tools to verify if a digital signal is reaching the gauge cluster (professional shop), but you could use a basic multimeter to see if the analog signal is at least reaching the module. Get a copy of the FSM, it has all the wiring diagram details and should also include the desired/good signal parameters.
