Potential wiring problem
I’ve been trying to diagnose this problem forever now and have had multiple shops, including Z1 Motorsports look at it with no help just took my money. It won’t rev past 3k rpm the response from pressing the throttle to it actually doing anything are off. I was under the assumption that it was the ecu but I have replaced it and tried to marry the carry to the new ecu with the key and no luck still. I put a video with the post to maybe help anyone wondering. If y’all have any questions, concerns or potential fixes please let me know. Thanks

there's no mechanical reason for the engine to stop at 3K RPM. this must be a broken tune or some sort of throttle manager. how long have you had the car? has it ever run properly for you? this sounds to me like a throttle enhancer gone bad. especially since you've replaced the ECU. so that would have taken care of a bad tune.
what happens at 3K? it just stops at that point and won't rev any higher? I'm not going to try to download your video on my phone.
I don't think it's a sensor because that would give you a fault code. And the car will still rev but with pulled timing if there are bad sensors.

How is the condition of your ebay bay harness?
Do you have any CEL on?
Does it stop at the exact same RPMs every time regardless of the pedal position / acceleration rate?
How is your mass airflow sensor? Is there any chance the previous owner spliced in a resistor into the MAF signal circuit?
When was the last time the crank shaft and cam shaft position sensors were replaced?
