Pop rivets like in a dealership badge?

If they're like most I've seen you just run a drill bit slightly bigger than the hole in the rivet through the hole and it will fall apart.

If you mean rivets like the one in the bumper, what I do is line the bumper with electrical tape around the rivet, and I use a flathead to then pop the top of the rivet. The tape helps prevent scratching. And sure, a few will break. But they cost something like 50 cents a piece from the dealer, so replacing them isn't really a big deal.
