$100 No front License plate violation

When I got stopped last weekend in Seattle (for the first time in 5 years)
He asked me where it was, and I said I was told by my dealer its not required in WA, he said "yea it is" walked off, then came back and told me to put it on but he did'nt ticket me so maybe I called his bluff? Or he was being nice as I was also over the limit by 10 or 15 mph so I got very lucky
