It is most likely an OEM fiberglass replica overlayed with 1 sheet of "real carbon fiber". It might even be cheap plastic with a CF overlay. Yes, you can paint over carbon fiber or you can leave the fibers showing for that "bling x2" look. I would be wary about this particular wing if it is a fiberglass replica. There are basically two reasons why you would get CF.
1) Light weight & stronger: A FG or cheap plastic replica would weigh more than a real CF wing or the ABS original. One sheet of CF would not add any strength because you would need multiple sheets glued together with a resin.
2) CF bling bling look: If it only has a few sheets of CF without a U/V coating and a coating to protect from scratches it will look like crap really fast. If you are going to paint it, the CF won't even show through. Sort of defeats the purpose of the CF look.
