Legal Question on Feathering & New Car Purchase

I am curious. I am about to get into an 2005. For those who are curious, I achieved 29500 out the door including everything on an Enthusiast 6SP w/ carpets, aluminum plates, trunk mat, etc ...about $500 in extra BS charges coming from the factory.
Here is the real question, does a note on the sales contract indicating something along the lines of "Feathering on front wheels has been resolved and is no longer an issue, if it is an issue dealer will promptly remedy the situation with new tires and alignment as per TSB for 2003 models" have legal weight?

If that is on the contract and you and they sign it, you bet your azz thats legal. Now getting them to put that on is prolly impossible.
