Well you'll want to get whatever you have done painted first. Then the bras alone are around $300, I think, then labor to put them on. It's a little past the 200-250 you stated. For that I'd put some Tein S. Tech springs on for a slight drop. Then you could get these guages. The numbers will only look amber at night with the lights on.

in all seriousness...you're looking to dump some significant money (based on the budget you mentioned) on something that's barely visible. You're going to have to have a shop put those in for you which isn't going to be cheap. You have to know that the price increases as soon as a blond walks through the door.
It you want to get the biggest bang for your buck, save up for a bit and get new wheels. they aren't as expensive as you think. After that, save up again and get lowering springs. You'll need to get an alignment after that so it's not that cheap. Lastly, if you're still in the mood to mod, invest in a lip kit. There are quality replicas out there that aren't that expensive. The expense is in the prep and painting at the body shop.
All in all it'll run about $3-4k. But you can so it in stages so it doesn't sting as bad.
