1) Insurance companies will most likely want a police report regarding the vandalism.
2) Your comprehensive policy should cover vandalism less the deductable. Comprehensive claim shouldn't affect your rates.
3) You may get away with one claim, but should real vandalism ever occur, then your policy may be dropped.
4) The penalty of insurance fraud is very severe. Here in Michigan, the penalty can be 4 years + $50K to 8 years + $100K fine depending on the offense. Yikes.
I replaced my top in a hour with a full framed used top for $500. It's just not worth the risk.
