I've got a new license plate coming; when I get that I won't be so cavalier with the horn.
Plus I was thinking when some lady was trying to get a cell phone picture of my plate, so what? What are they going to tell the cops? "He honked his horn at me and it was very hurtful."
I can see the cops now, "Someone honked his horn at you?! We'll get right on that! Send out an APB! I'll bet he's a terrorist!"

Oh, and it is GREAT when someone else honks at you or cuts you off... some lady honked at me because I was driving slowly into a business with one of those stupid dips that scrapes everyone's cars. When I blew mine back, her head snapped around so quickly I thought it was going to fall off.
