Default Dealer problem with Bose

I know the BLOSE issue has been kicked to death, but like everyone says, if we pay that much for our car we expect the best. Well my PPW has a build date of 03/03 and I have read a couple of threads on here that say that all Zs built in 2003 and Zs built 06/03 and prior are covered. First of all, is this true? If so, then great. Second, I took my car in the shop the other day b/c the damn tire pressure warning went off and that is the 2nd time. They told me that I need to keep the pressure around 35psi. I said ok thanks. I asked the service manager about the TSB 03-087. He said that he hasnt heard anything about it and that Nissan hasnt sent him anything and until they authorize it, he cannot do anything. I said ok and left because I did not feel like dealing with him that day and plus I did not know if he was right or if I had a leg to stand on against him with this service bulletin. Does anybody have any helpful information? Does Nissan have to authorize each dealorship or something or what? I have heard others on this site saying that they have gotten the letters about the bose problem and to get it fixed. I have not gotten anything to that nature. Thanks for you help.

Thanks sschmuve for the info. That helped some but do you know by any chance if I need to contact Nissan Consumer Affairs? If so, how do I found out that phone #? Thanks again.
