Yes, they can. The only concern that you may have is how you have the harnesses connected, ie harness bar, rollbar, and attachment points. Other than that, you should be fine.

Daveh on the forum here is an instructor for NASA and I think he would agree with what I have said.

As long as they are mounted correctly, they'll pass tech just fine.
