Generally you can follow these guidelines for what you can change and what you can't:

Consumable - yes for stock
Non-consumable - no for stock

So: air filter, tires, shocks, brake pads, fluids, cat-back -- yes. Intakes, headers, cats -- no.

There are provisions for additional things -- wheels, for instance. Generally they aren't consumable, but the stock wheels aren't always the strongest. Plus, you can argue that tires need something to mount them on. Also, front sway bar changes are permitted to help balance a car.

So, you could do like some people do -- run the mods on the street, but replace them with the stock pieces for competition.

A pop charger isn't going to do anything for you in terms of performance, mind as well save the money. I bought the HKS air filter because I can hose it off and reuse it rather than replacing a filter.

As for brake pads I'm a really big fan of the carbo tech bobcats. I had a hard time finding the rears and had to order them directly from carbo tech.
I don't if you can improve on the OE pad much as far as Auto-x is concerned.
