Looks like NASA has officially created ST3 and removed TTA/PTA.

maybe a dumb question, but is it HP or WHP when they figure out there ratios

They do WHP and based on Dynojet WHP. These changes don't really affect most of us, but I know the one guy on here from Florida that has a built Z and runs in PTA, it will probably benefit him because the power/weight went from 8.7 to 9.0 and he runs aero so it will be 9.5 for him.
