It would be helpful to know what it is? Or at least your best guess? Exhaust gunk? Tar? Bug droppings?
If it’s not coming off with traditional car soap & water I would try some bug & tar spray, if that doesn’t work maybe brake cleaner in a hidden spot on the bumper to see if that works. You might be looking at a sand-down and respray if nothing else works.

Looks environmental.
Have you tried:
- Clay bar first
- If no-go, try a bit of fine polish
- If that seems to take it out but is difficult, go to a heavier cut polish then work back to fine.

My crystal ball says the 2nd photo shows contamination only on the vertical surfaces, not horizontal. For that reason I'd be inclined to rule out environmental causes in favor of paint overspray. Bug and tar remover might work. I'd go with a slow evaporation solvent like low odor mineral spirits as opposed to a fast evap solvent like acetone using a light colored terrycloth. Use a clean part of the rag for each new section.

That looks like fallout to me, you need a fallout remover to remove it, yes a clay bar will work but you’ll be there forever, and it doesn’t work as well as fallout remover. I did my G35 a few months back, turned out great, I’ll try to find the pics.
I used Iron-x for this, works great but smells terrible. You could also use AutoGlym Magna.
Of course, if it’s actually black overspray and not metal fallout nothing will change, lol.
