the best coil-overs for the money.....
You should start by browsing the forums: you will find more than you ever needed to know most likely.
But even if you did read back through 3 years of posts, and didn't find enough info to satisfy your needs,
post why you want coilovers in the first place, e.g. are you just looking to lower your car, or do you track your car? Do you want it to feel smoother on the streets via adjustibility, etc.
There is no such thing as "best for the money" unless you define what you want.

What means "decent" to you for test pipes? they are well made and TIG welded, it doesn't take rocket science to make test pipes. for $130ish shipped for a set of RESONATED TEST PIPE, it is very decent to most people.
Megan does not manufacture products on their own, but they are backed by a few large manufactures based in Taiwan and China. Most of their exhaust systems and exhaust components are made by the same manufacture who supplies a major name brand in the USA. (i'm not going to say the name here but PM me if you want to know)
Their coilovers are made by a private manufacture in Taiwan, who also supply APEX'i their N1 Ex-V line coilovers. The only difference is, $900 for megan vs $1200 for APEX'i.
There are many 240sx owners riding on Megan racing coilovers, and they have no complaints. in fact, there is a few Formula D drift cars are using Megan Coilovers. We have sold A LOT of S13/S14 coilovers and have had zero complaints and no returns.
if you are building a race car, you probably want the best of the best. but the question of this thread is, best bang for the buck, obviously that's not for a race car. for $900 shipped, what else comes close to Megan ?

OptionImports, i see your opinion, but i'd say you're biased since you just promoted the product and are trying to sell it.
I'd go with ZEAL although they cost a leg and nut. But best for money i'd think Tein FLEX are best buck for money.

what's megan's guaranty about the coilovers?
Chris-
I went throught the same thing when I was picking my coilovers. It's like asking somebody what the best color is on a Z (redline, of course). I've even had a Z-driving, shop-owner tell me the best handling combo isn't coilovers: he says Koni adjustables and Eibach springs. Personally, I like my JICs, but my wife hates them.
Watch the forum classifieds for discounted coilovers for sale. If you can find a set of coilovers that somebody is selling with a few miles on them, it opens up a lot of possibilities.
You may want to consider a product that can be serviced/rebuilt in the US for starters.
Good Luck,
Bruce
