My car is lowered on coilovers and my rear camber is at 3.3 degree right now.
Even though I have 10.5" wide wheels with +23 offset, the lip of the wheel is still about half an inch away from being flush to the fender because of the bad camber.
Here is the question: Should I get a 15mm spacer to push my wheels out more or just get a camber kit so the wheels don't tuck in.
Any advices welcomed.

Camber kit would help.

what size tire are you running? If you are running in the 285 or 295 sizing, I would just get your camber in the ballpark. Get it somewheres around -1.75 and that should get you plenty flush.
When you fix your camber to stock specs (with camber kit), the top of your tires will come out a little. Right now, you're getting the illusion that it's tucked in more than it is due to your horrible negative camber. Fix that first, which should be common sense anyway, then think about spacer (if you want to push out your wheels).
3.3 is too much camber, unless you're tracking your car. I suggest get it down to -1.5 and see where your tires are. Then, consider spacers if they're still not flush for you. Probably 5mm-10mm spacers by then will do.
Those tires are stretched!!! No wonder your tires are too far from the fender -- 275s are not the correct size tires for 10.5" wide rims. Mount 295s and adjust your camber to -1.5 and you'll be good to go!
