Default Is my Tein Basic blown? What to do?

I noticed a creaking sound coming from my left rear driving the other day after bringing it out of storage from winter.

Closer inspection, I see my left rear lowered where my wheel is now tucked under the fender, is it bottomed out? Blown?

It's about 4 years and 40K KM/20K Miles.

Anyone have experience with getting it rebuilt at Tein in LA? Cost, time, customer service, etc?

perhaps some pictures of the coilover and wheel fitment would help.

I think you should see that the damper has an oil leak if it is blown.
