If they're broken and you don't know how to fix them, yes. If they're not broken, no. If they are broken but you can fix'em for cheap and they are cheap then yes. If they're expensive and have no warranty, then yes. If they meet your requirements, then no. If they don't meet your requirements, then yes.

High end. Yes. Low end coilovers, save your money for a used set of quality to come by.

Depends on the price and condition. Excellent choice, at any time you can get them revalved for changing needs and spring rates.

Just check for leaks around the seals, and make sure everything looks in working order, these are definitely a great set of coilovers to buy secondhand.
