Default Ebrake Has No Resistance But Clicks

hey guys so i was installing my extended studs...ive changed studs, pads, rotors numerous times without any problem but this time is different. So i changed all my studs and went inside the car to pump the brakes and the brakes worked fine, so i called it a day and pulled my ebrake up and it had no resistance...so i took the rear wheel off to check if everything was okay and everything seemed fine to me, i adjusted the leverage from the adjustment hole to make sure that was tight and the ebrake still has no resistance...Theres a little bracket or i don't know how to describe it actually behind the rotor at the bottom portion that seems loose..i don't know what its called and i didn't take a picture but its loose and looks like it has some time of leverage hook inside of it...i hope I'm not confusing anyone..but can anybody please help!
