Default Rear toe setting issue (suspension gurus needed)

So I had it aligned about 2 months ago and everything was great. I have SPC camber arms and toe bolt kit (been on the car for almost 2 years now and have had no problems)

My rear driver's side wheel/tire has always looked as if it had a little more neg camber when looking at it from the rear and it messes with my OCD so I checked the length of the SPC camber arms and the driver's side arm was a little bit longer, so I adjusted accordingly so each side is the same size..

Well I went to get it aligned today again after doing all that and the tech is telling me "He can only adjust it to about 37 degrees and then it resets or goes back to a neutral position"

I'm just wondering what would possibly cause this since it was normal before I matched the length of the SPC arms.

The car has not been wrecked and nothing looks bent or anything. I plan to lift the car up Friday and pull the driver's side toe bolt up to see for myself, but just figured I would check to get any possible suggestions!

Here is the alignment sheet from today.

Add rear camber , you will get rear toe in spec. Try for 1.7 to 1.8

But the camber arms are the same length, so they should be able to get the toe setting the same on each side right?

In a perfect world, with perfectly level suspension, with perfectly made bushings, on a perfectly made subframe on a perfectly made chassis.

What i'm saying is they should at least be able to get CLOSE to the pass side toe... im thinking theres something wrong with the driver's side mounting point. whether it be the spc washer rounded out a little, or the elongated hole in the frame somehow got more elongated or something which i doubt.
