Problems with the Hydro

Default Problems with the Hydro

So I bought my Z from a guy who had already began installing a hydro ebrake but never finished it. He basically only didn’t get the lines in and the calipers on. So I’ve finished the work, got the calipers on, lines in and have bled them multiple times. For some reason you have to pump it like 2 or 3 times before there is enough pressure to actually brake at all. The more you pump the more braking you get. I’ve bled the brakes multiple times having no bubbles or leaks in the line and I’m just very confused. Do I have to many washers on the main line to the reservoir? Can anyone please help? I want to get ready for an actual event but cannot figure this out.
