Depends on your state. Here in NV we just passed a new law that you only pay sales tax on the difference between your trade and the new car. If you buy a $30K car and get $10K trade-in for yours, you pay taxes on only $20K.

Yup! Right answer.

Some states have a max value and don't tax above that, and some states have a lower rate for auto purchases.

But...many states are full rate/full value.

I'm sure your state DMV, or the Department of Revenue can give you the correct anser for your state.
