The price is low, but that doesn't mean it is a good deal. I figure that anything with a salvage title is only worth 1/2 to 2/3 of what a clear title car would go for all else being equal. See if you can find a clean 2003, 50k car for sale for $14k. If so, then this may be a good deal.
However, you have to find out what happened to the car, why it was salvaged, and how well it was repaired. Before I'd buy it, I would find a local mechanic to go over it really well. It may even be worth it to have a Nissan dealer service dept look at it. If it was in an accident, you need to be sure that it is straight, that the airbags are properly installed, etc.... Frankly, if the airbags deployed, I would probably just skip it altogether.
One advantage of a salvage title is that since it is worth only half as much, it will also depreciate 1/2 as much. If the car is in good shape otherwise, and you really plan on driving the car for at least 3-5 years, then it could be a bargain.

What, he won't give you the VIN? You can just run the carfax yourself. Go online, pay your money, run the VIN and you're good. I would hope that you wouldn't go into a $7k car deal and be too cheap to run a single carfax.
Did he send you pics? This is HIGHLY suspicious! No VIN = no GO! Do the CARFAX. Wouldn't a cracked chassy be a BIG problem on the track?
