It sounds like the car had a lax owner, the items you mention suggests there are a few aftermarket parts and don't mean the car is a bad deal. But they do suggest you look in to the car further before purchasing. The tach needles on 350's sometimes act odd, mine did it once when the car was new (it hung up around 3,000 and when I hit the gas again it was normal from that point on). And on the brakes it seems within reason to need pads at 18,000 with OEM pads, but it is odd that there are only 18,000 miles on a 2-3 year old car. Maybe too low...
