Austell is about twenty miles west of Atlanta, which puts it roughly two hundred miles from the coast, and well away from salt water flooding. Here's an article about the event.

The long-term future of the car depends a lot on how quickly and how thoroughly the car was tended to after getting wet, and there's no way to know that without a very close inspection. Three years of decent service suggests it was done reasonably well, though.

Because of the privacy laws here, there's not much chance of getting the previous owner's contact information from the Georgia Department of Driver Services or the tax assessor Austell.

About the best you could hope for is getting the Georgia DDS to forward your contact information to the previous owner along with your request for him to tell you about the car. That's a real long shot, though.

With a flood vehicle the electric and interior will never be the same. You will have mold and depending upon how deep the car was, problems after problems. If you want to throw away 4-5k go for it.

Resale value will only go down, if you can find a buyer.
