Swirls and wet sanding
My clear bra on my bumper is being removed due to minor razor blade scrapes.
Will wet sanding remove the swirls? I am praying it removes the scratches.

Wet sanding will actually create "swirls" not remove them. It should remove the scratches though. Once you do that, you'll probably need a fine compound then a swirl remover. The idea is to start with the rougher stuff (sand paper) and work down to the finer stuff (swirl mark remover).

I wouldn't say that wet sanding creates swirls. It removes swirls, but creates a haze because it does so by creating smaller scratches in the paint. And after going through a process like wet sanding you certainly don't want to have to use a swirl remover.
Usually what I do if I have to wet sand is:
1. Sand the area using wet/dry paper and a lubricant.
2. Menzerna Intensive Polish with PC7424 on speed 4 (yellow or orange pad).
3. Menzerna Final Polish with PC7424 on speed 3.5 (white pad).
4. Menzerna Glaze with PC7424 on speed 3.5 (grey finishing pad).
5. Menzerna FMJ by hand.
The idea is to have a perfectly smooth, glossy, and contaminant free finish after step 3. Step 4 increases the depth of the shine, and Step 5 seals the shine. Wet sanding is usually not necessary to remove swirls but it will certainly do the job. Whether it removes the scratch depends on the depth of the scratch. If it reaches the primer you will have to fill it with touch up paing (3 layers) and sand down the touch up paint so it is level with the rest of the paint surface then begin with your polishing. If it is a scratch in the clearcoat only sanding should do the trick.
