Touching up polished lips

I've had my wheels for over a year. They still look great! however, theres a few TINY little black specs where it looks like a rock could have put a slight knick "pin sized" in the wheel. Is there anything you can use to polish it out by hand or is the only option to strip the clear coat, refinish the wheel, then re clearcoat it?
Also FYI I've used grill starter fluid with great results over the last year. I use it almost weekly with no harm done to the wheels. It works great for tar/fresh pavment. Takes it right off.
But once again there's a few tiny spots that seem to be tar just a tiny tiny tiny pin sized spot. but wont come off. Hmmmm
