i heard of that too, washing at a sidewalk can lead chemicals to the sewer then to the ocean... pretty weird..
if your storm drain has a little symbol of a fish then its illegal to wash your car with chemicals, or wax it, and definitely no oil changing or engine shampoo.
I live in apartment complex and its too dark in the underground parking to do any detailing. Where' do u guys do your detailing? I'm thinking at a coin car wash. Its covered but at least its out of the sun. People waiting for the carwash stall get pretty mad at me though when I spend 3 hrs washing, drying, and detailing the car.
just go at night and take your time washing your car. I make sure to Zaino my car at least twice a year, use the detailing mist in between washes, 303 Aerospace protectant for my interior and exterior vinyl, rubber, tires etc.

I don't see why you couldn't apply wax on a car. it's not supposed to come off, so what's there go to into the sewer?
