Default How do you remove alot of water damage?

My girlfriends 05 civic has hardcore water spots all over the paint and window glass .This was achieved by getting water on it from sprinklers and not washing it for 5 months in the summer time . I tried using meguirs cleaner wax but it wouldnt removed the water spots. The paint feels REALLY bumpy/rough and the glass is just as bad....Any tips on removing all the water spots?

Claybar it first. Then use (depending on how bad) a fine scratch remover and/or polish. Then wax. Worked wonders on my Evo (Hawaii water is harsh).
