Default Help with a tiny paint chip/rust spot.

I have an itsy bitsy rust spot on my front fender, it's about the size of a grain of rice - but it's driving me nuts. I wanna' touch it up, but how do I go about removing the rust? The spot is so small that sanding would be a little risky, imo. Any sort of liquid I can tab onto a q-tip to break up the rust so it doesn't spread and then touch it up?

How does the front bumper rust? I thought it was made of plastic.

I had a really tiny rust spot from a small rock chip. Maybe about 1mm or less in diameter. I cut off a tiny bit of sand paper, glued it to a pencil and kind of just lightly sanded the spot, needed a good steady hand to do it. Then I just dabbed a toothpick into the touchup paint and tapped the spot, which let the paint run into the little chip area. Can't see it really until you're up close and looking for it.

Heres what I use for a deep chip:

a. Two coats of rustoleum touch-up paint: http://www.rustoleum.com/product.asp...t_id=392&SBL=1.

b. Dry for an hour. One coat of Nissan touch-up paint.

the rust spot is from break dust that came from somone elses car, stuck in your bumper, and then rusted...
