UY Touch Up Paint Nightmare!

I have three or four chips, very small and round, on my doors and rear fenders. My problem is my touch up paint has the base yellow paint, and then the sparkle clear coat, but I cannot get the paint flat for the life of me, there is always a bubble and it needs to be fully dry to put the clear coat on. It's seriously a pain in the ***. Anyone have any touch up paint tips/ideas? I searched and tried autopia.com but didnt find what I was looking for.
apply with with the tip of a thread pin. Let it dry. As it dries, the base paint will be absorbed and eventually flaten in the crater. Then, do the same with the clear.
