Howto clean Polished Upper Plenum ?

Just bought a used polished plenum.. Has alot of stains/spots on it.. Used some tarnish remover/soap/etc etc.. Nothing works:{

unsewn cotton buffing wheel with appropriate arbor. white jewler's rouge and or mothers (or the blu magic). electric drill.
